Daryl Oprey

Daryl Oprey – Joint National Advisor

Daryl is the Director of Service Delivery for Humberside Fire and Rescue Service and also the Chief Fire Officers Association Lead for Equality and Inclusion. As a serving officer for over twenty nine years Daryl has served in two Fire and Rescue Services as well as a secondment to the Office of the Deputy Prime Minister.

Daryl started his career in Merseyside FRS after graduating with an Applied Biology degree in Liverpool in 1985. In Merseyside he progressed through all operational roles including as a long standing flexi duty officer. His many managerial and leadership references included, Head of Career development, Head of Corporate Communications, District Manager for the Wirral and completed his last post as Strategic Support Officer to CMT in 2007. As Head of Career Development Daryl worked as an exchange officer in Cologne Fire Service where he experienced many different ways of working including medical first responding and as a member of the dive search team. With only a small ability to communicate in German he embraced the challenge and found himself as the OiC of the first appliance in Cologne City Centre in the first week of his exchange.

During his career with Merseyside he was appointed as support officer to the HMI to help develop the Fire Service National Occupational Standards and then as National Officer for the development and implementation of the Integrated Personal Development Scheme. Whilst in this role he also became support officer for the modernisation of the FRS and was appointed as advisor to the Employers in the NJC for operational standards, a position he still holds to date. The secondment provided Daryl with the opportunity to work with and support most corporate teams in the U.K. FRS and also those in Holland and Germany.

In 2007 Daryl moved to Humberside FRS as Area Manager, Head of Learning and Development and then as Head of Operations, Lead for the IRMP, Head of Safety and latterly as Director for Service Delivery as part of the Corporate Management Team. Having lived away from home during his earlier secondments he settled into life on the East Coast and very quickly became an adopted Yorkshire man during the week returning to Liverpool as often as he could, including some late mid-week returns to watch his beloved LFC. His life with HFRS, has reinforced his belief that it is great to be different to others, we all are and that offers us many opportunities to help others progress personally and professionally.

Over the years Daryl has worked on various projects on behalf of and latterly as a member of CFOA, in September 2011 a position was available for the Lead in Equality and Diversity to which Daryl was appointed. Since then, working with an enthusiastic team of professionals, productive engagements have been made with many CFOA working groups, the World Congress of Faiths, the Buddhist Group of Kendal, the FRS Chaplains Association many LGBT groups and AFSA where he became Vice Chair in September 2014. Daryl was recognised by the Equity Partnership in 2011 as runner up as the Best LGBT Champion and by AFSA in 2012 for Leadership in E&D. Daryl has worked hard to influence the recognition that it is acceptance of ‘Inclusion’ that will continue to help us see the tangible context of Diversity.
